INTRODUCTION

Here at the New York Police Department, we enforce all of the laws and preventing criminals to protect the citizens of New York safe from any harm or danger that can be caused by gang members and criminals.

Faction Radio Chat
(/r)adio <message>
Use this to speak with other NYPD members. Please try to keep it IC as often as possible.

Faction ((OOC)) Radio
(/or)adio <message>
Use this to speak with other NYPD members. This is used for OOC reasons only.

Department Radio Chat
(/d)epartment <message>
Use this to speak with other faction members. Keep it IC at all times, unless completely necessary, or you could be punished.

Megaphone
(/m)egaphone <message>
Use this to instruct civilians from a large distance. It can only be used in Government vehicles only and should be used for important messages only.

Wanted List
/wanted
The wanted list is a list of all suspects. It will display their name along with how many stars they have.

Mobile Data Computer (MDC)
/mdc <Name>
The MDC will list a suspects crimes as well as their crime count and times arrested.

Gate Control
/gate
This will control both gates beside the station, you can also honk your horn.

Crime Entry
(/su)spect <Name> <Crime>
This will add a warrant for arrest to a player

Ticketing
/ticket <Name> <Price> <Crime>
You can issue tickets with this. First get their ID and /suspect them, then give the ticket and have the star removed if they pay.

Arrest
/arrest <Fine> <Time(m)> 0 0
This will attempt to arrest the person closest to you, so get out of the car and stand next to the suspects door. Bail should be 0.

Backup
/bk <Police/Medic/FBI/SANG>
This is to call for backup, a beacon will appear to other LEO's map when you call for backup. /bkc to remove your backup request.
Note: You are able to request backup from a few factions at the /SAME/ time.

Togging
/togradio: Enables you to turn off your radio.
/togdept: Enables you to turn off your department radio.

Flashlight
/flashlight <Enable/Disable>
This is to turn your flashlight on.

Impound
/impound
/impounds
This is to impound vehicles that are owned by other players.

Prisoners
/prisonlist
Allows you to check the current prisoners in the jail. Can only be used in the lobby.

Calls
/pdcalls
Allows you to check the last 911 calls that we received.

Licenses
/checklicenses: Allows you to check others licenses.
/takelicenses: Allows you to take others licenses.

Plates
/checkplate <PLATENUMBER>
Allows you to check the owner of a plate number.

Frisk
/frisk <Name>
This will allow you to see what a person is holding.
(Remember to RP wearing Latex gloves)

Rubber Bullets
/nypd > Armory > Rubber Bullets
/loadrubber afterwards.
This only works on the Rifle, and those bullets can be used in trainings

Taking Items
/take <Item> <Name>
This will allow you to take things from suspects, you should take their weapons incase they escape. Only works on restrained players.

Tazer
/handtazer or /sdtazer
The tazer will allow you to stun a suspect, the effect lasts for 12 seconds, it requires time to recharge.
(Press RMB to operate the Handtazer)
(Normal gun mechanism for the SDTazer)

Cuffing
/cuff <Name>
This will allow you to detain a suspect to your car and prevent them from any movement for several minutes.

Detaining
/detain <Name> <Seat>
This will place a suspect into your vehicle. 1 Passenger; 2 Rear driver-side passenger; 3 Rear passenger.

Entering Houses
/breakin
This will allow you to enter locked houses, this should not be abused.
You need Sergeant permission to break in and you also must have a screwdriver with you.

Deploying Road-Spikes
/deployspikes
This will place spikes that will flatten all tires.

Removing Spikes
/deletespike(s) <message>
This will delete the spikes in front of you, or all at once.

Deploying Roadblocks
/deployroadblock <message>
This will place a roadblock in front of you

Vehicle Information
Key
Green:Allowed to operate vehicle, use at own cost.
Yellow: Allowed to operate vehicle if anyone classified as 'Green' is with them or they are in the respective required division.
Orange: Allowed to operate vehicle if given permission by Sergeant or higher if they are classified as 'Green' for the respective vehicle.
Red: Not allowed to operate vehicle.


NYPD Cruiser

The NYPD primary squad car in the garage are primarily driven by Officers and higher. Officers may use this vehicle when going on standard patrol, unless assigned to a Traffic Enforcement vehicle. Cadets may only use this vehicle if a Officer or higher is a passenger or driver of the squad car. When finished with the vehicle, please take it to the local Pay N' Spray (( 1000 hp )), then park it in the garage correctly.

LVPD Cruiser

The LVPD cruiser, found in the NYPD garage next to the HPV-1000's are primarily driven by Lieutenants and/or higher. Lieutenants+ are allowed to drive this vehicle without consent of any higher command, unless instructed to do otherwise. Lieutenants may use this vehicle when going on standard patrol as a supervisor only and must respond to all traffic stops and pursuits as the main supervisor unless a supervisor (Police Ranger) arrives prior to your arrival to make sure all officers maintain position and stay professional during such situations. When finished with the LVPD cruiser, please take it to the local Pay N' Spray (( 1000 hp )), then park it in the garage correctly.

SAPD Rancher

The NYPD Ranger, found in the NYPD garage are primarily driven by Sergeants and/or higher. Sergeants+ are allowed to drive this vehicle without consent of any higher command, unless instructed to do otherwise. Sergeants may use this vehicle when going on standard patrol as a supervisor only and must respond to all traffic stops and pursuits as the main supervisor unless a supervisor (LVPD) arrives prior to your arrival to make sure all officers maintain position and stay professional during such situations. When finished with the Police Ranger, please take it to the local Pay N' Spray (( 1000 hp )), then park it in the garage correctly.

SAPD Motorbike

The NYPD Police Bike, also known as the HPV-1000 in the garage are primarily driven by Corporals and higher with consent of a Sergeant+. If permission granted, you are required to wear the correct uniform suited for the bike (bike officer). Corporals may use this vehicle when going on standard patrol, when multiple officers are patrolling in a squad car, unless assigned to a Traffic Enforcement vehicle. When finished with the bike, please take it to the local Pay N' Spray (( 1000 hp )), then park it in the garage correctly.

SWAT Vehicles and Enforcer




These Vehicles are not allowed to be used unless you are told to drive one from a Captain to Chief. The Water Cannon can not be used while in a active gunfight. The only time you can use the water cannon is protest where people are not disbanding from the area. If you are preforming a RAID on a MW suspect you are allowed to drive the NYPD Enforcer with everyone as a Passenger.

SAPD Maverick

The NYPD Maverick, also manufactured with a custom paint job and modification to it, found on the NYPD roof are primarily flown by Corporals and higher with consent of a Sergeant+. If permission granted, you are required to wear the correct uniform suited for the helicopter (bike officer). Corporals may use this vehicle when going on standard patrol, when multiple officers are patrolling in a squad car, unless assigned to a Traffic Enforcement vehicle. When finished with the bike, please take it to the local Pay N' Spray (( 1000 hp )), then park it in the garage correctly.

SAPD Predator


An extremely useful, but underused boat. Used in water pursuits, of course, it is equipped with a set of machine guns and able to keep up with standard boats. It's not very useful against speedboats since it can't move as fast. Can be used for water pickups and to chase water-bound suspects. Patrol with it is restricted for Senior Officers and above.

Police Armory

Night Stick

The force's official melee weapon. This can be used for self defense when someone's attacking you using bare hands or other melee weapons.

Pepper Spray

A useful tool used to stun suspects temporarily. This should not be abused and only be used when necessary as it can affect anyone close to you.

Tazer

An essential tool used to stun suspects. Has two modes, the meele mode ((/handtazer)) and the ranged mode ((/sdtazer)).

Desert Eagle

The force's official handgun. It fires .50 AE rounds that can penetrate even Kevlar vests.

Heckler & Koch MP5 A3

An extremely versatile SMG that fires 9mm rounds at a high fire rate. Due to its compact size and fast fire rate, it is a weapon of choice for Close Quarters, also with decent accuracy this weapon can be sometimes used during a chase.

Remington Pump Action Model 870

A powerful, but underused shotgun that fires 12 Gauge cartridges. Effective at close range.
Rank Required: Cadet+

M14 Rifle

A long-ranged rifle that is used to pick on suspects from far. It doesn't have a scope so it won't perform as good as a scoped sniper. It fires 7.62×51mm NATO rounds at a fairly low fire rate, however its excellent accuracy makes up for its slow fire rate.

M4A1 Carbine

A very powerful assault rifle that can pick suspects from close to mid-ranges. It fires 5.56×45mm NATO rounds in full-automatic. M4A1 Assault Carbine firearm is no longer permitted to be carried by Officers or above ranked employees unless an emergency situation has occured or it has been requested by High Commands.

Barrett M82 50. Cal. Sniper Rifle

A very precise sniper that can be used to take down suspects from afar, even from on top of a building. Fires 50 BMG rounds.
Only SWAT may use this during a special situation.

Frenchi SPAS - 12

The most powerful weapon in our arsenal. Fires 12 Gauge cartridges in semi-automatic. This is used to neutralized suspects quickly. Lethal at close range.

M67 Frag Grenade

A powerful grenade that can fatally damage a person, either armored or not. The explosion of this grenade causes anything nearby to be knocked back.
Can only be carried during large situations. (( Admin Permission Required for usage. ))

Tear Gas

A special weapon that's useful during large situations as it can stun anyone unmasked caught in its gas.
Can only be carried during large situations.

Code 2 – Non-Emergency – Respond in own time (If something comes up, leave it keep responding).
Code 3 – Emergency – Respond status 5e (With lights & sirens).
Code 4 – All SWAT personnel report in (Location & Status).
Code 5 – Situation currently under control (Standby and wait for other orders).

Force Matrix
Force Level 1
> Suspect may be verbally assaulting you or others
> Suspect starts to show aggression in his tone of speaking
> Suspect may be taunting you or using foul language


Your Actions:
At this point in time you are not authorized to use any physical means of force at all. You may issue verbal warnings to attempt to calm the suspect.

Force Level 2
> Suspect has committed a crime
> Suspect is disobeying direct orders from a LEO
> Suspect is starting to hint at violent actions
> Suspect is starting to make aggressive movements with his body
> Suspect may seem to be preparing for a physical engagement
> Suspect is increasingly getting worse with his aggression in his tone against you or others
> Suspect is showing disrespect against you or another person


Your Actions:
At this point in time you are not authorized to use any secondary equipment. Call for Code 1 assistance over the Radio and move to a hands on approach of trying to escort the person from the situation or away from potential victims using voice commands and light gestures. (( * gently pushes the man in the other direction ))

Force Level 3
> Suspect has committed a crime
> Suspect may be using physical contact against you or another person
> Suspect may be using a non-lethal weapon on you or another person
> Suspect may be threatening yours or another persons life
> Suspect is actively involved in any physical fight

Your Actions:
At this time you are only allowed to use a tazer, pepper spray or a nightstick to stun the suspect. You are to call for Code 2 assistance over the radio. Under no circumstances should you withdraw your firearm unless the situation reaches force level 4.

Force Level 4

> Suspect has done or is committing a felony crime
> Suspect is brandishing a firearm
> Suspect is assaulting another person with a vehicle
> Suspect has placed your life or another persons life in danger
> Suspect is seriously assaulting another person (( causing the person or you to be on low health ))


Your Actions
At this point and time the suspect is a threat to another human life. You must call for Code 3 backup over the radio. You may withdraw your firearm and take aim on the suspect, you must not fire unless the Force Level reaches 5. You are also never to taze a suspect who is aiming a weapon at you.
If on your fifth warning they have not put away or drop their weapon you are expected to use your own judgement on how to handle the situation.

Force Level 5

> Suspect has done or is committing a serious felony crime
> Suspect is in the act of seriously assaulting you or another person
> Suspect has a firearm and is aiming at you or another person
> Suspect may be firing the firearm at you or another person
> Suspect may be in a car attempting to hit you or another person
> Suspect is fleeing in a vehicle after three warnings have been issued
> Suspect has a hostage


Your Actions
At this point you are allowed to open fire at the at the suspect and shoot to kill, unless suspect has a hostage. You are to do your best to avoid these situations but if they occur you are authorized to use deadly force. In regards to the suspect fleeing in a vehicle after you, you have given him an ample supply of warnings and your partner may shoot his tires with approval. Once you hit one or 2 tires you should not be shooting anymore. You should radio in for Code 3 assistance over the radio.

[ X ] - Being inside the cell area as a Cadet without permission.
[ X ] - Going undercover without permission.
[ X ] - Reckless driving.
[ X ] - Using unauthorized vehicles.
[ X ] - Patrolling alone when a Cadet needs a partner.
[ X ] - Patrolling alone as a Cadet.
[ X ] - Messing around at reassignment.
[ X ] - Using cross Department communications as a Cadet without permission.
[ X ] - Going off assigned duties.
[ X ] - Tazing/Detaining someone without giving them prior warning of stopping.
[ X ] - Taking the cruiser of another Officer/LEO without asking them beforehand.
[ X ] - Phones on during reassignments.
[ X ] - Not being connected to the dispatch.
[ X ] - Parking your vehicle improperly in the Garage
[ X ] - Loitering, example in front of the offices (NYPD private area). (( If you're not blocking the walkway/RPing behind the computer/on the forums, it's not punishable. Tabbing in the middle of the room for a long period of time is not allowed. ))
[ X ] - Not paying attention during a 10-1.

These lighter offenses are all punished via close observation/assigned desk duty. 3 of these strikes form a level 2 strike.

~~Level 2 Strike~~


[ XX ] - Use of force without verbal warning. (Exception is if you are being assaulted with firearm / vehicle / ''bare hands'')
[ XX ] - Bringing the person's faction into disrepute.
[ XX ] - Using unreasonable/excessive force.
[ XX ] - Lack of professionalism. (Whining/Immaturity/Messing Around)
[ XX ] - Disrespect towards fellow L.E.O. members.
[ XX ] - Insubordination.
[ XX ] - Clearing the warrants/tickets of a suspect without prior notice nor permission.
[ XX ] - Freeing suspects from the cells without prior notice nor permission.
[ XX ] - Allowing unauthorized visitors in the garage.
[ XX ] - Taking a civilian vehicle without giving them a reason beforehand.
[ XX ] - Constantly asking for ranks.
[ XX ] - Being intoxicated on duty. (Drinking)
[ XX ] - Recklessness ( Carelessness )
[ XX ] - FCC Violations
[ XX ] - Use of unauthorized weapons (Cadets - M4 - SWAT Officers - Grenades/Smoke/Spas/Sniper)
[ XX ] - Wearing the incorrect uniform while on duty (This excludes Chief, Deputy Chief and the Commander)
[ XX ] - Patrolling out of the jurisdiction (City of New York).
[ XX ] - Failure to read a suspect the miranda rights.
[ XX ] - Performing unauthorized activities.

Level 2 strikes are punished as follows: a single level 2 strike will result in a 1-day suspension from the Faction. Two level 2 strikes will result in a 3 day suspension. Three level 2 strikes will form a level 3 strike.

~~Level 3 Strike~~


[ XXX ] - Abusive use of the police radio and/or cross department radio
[ XXX ] - Stacking charges.
[ XXX ] - Using any kind of unnecessary force on a suspect while Tazed/Cuffed.
[ XXX ] - Abuse of powers.
[ XXX ] - Sexual harassment towards another LEO / Civilian.
[ XXX ] - Cheating on an academy or division test.
[ XXX ] - Lying to a high command to avoid punishment.
[ XXX ] - Racism of any form
[ XXX ] - Revealing an IA Agent's name.
[ XXX ] - Violating suspect's rights to a fair trial.

Level 3 strikes are punished as follows: one level 3 strike will result in a week (7 days) suspension. Two level 3 strikes will result in a 7 day suspension, plus being demoted to your previous rank. Three level 3 strikes will form a level 4 strike.


~~Level 4 Strike~~


[ XXXX ] - Material running.
[ XXXX ] - Possession of Narcotics.
[ XXXX ] - Possession of Materials.
[ XXXX ] - Assault on another Officer.
[ XXXX ] - Conspiracy of selling Materials / Narcotics / Firearms.

Level 4 strikes are relevant to some of the higher offenses/crimes committed by an officer. Committing any of these offenses will result in instant termination from the department, no exceptions. You will also face a possible prison sentence. Reaching three level 4 strikes will from a level 5 strike.

[ XXXXX ] - Arson
[ XXXXX ] - Kidnapping
[ XXXXX ] - Robbery
[ XXXXX ] - Aiding a Fugitive or known criminal
[ XXXXX ] - Conspiracy to commit an unlawful act
[ XXXXX ] - Espionage
[ XXXXX ] - Terrorist Acts in any form
[ XXXXX ] - Murder
[ XXXXX ] - Patrolling with an armed civilian(s)

Level 5 strikes are relevant to high-profile crimes. These strikes will result in termination, a ban from applying for the department in the future, and a guaranteed prison sentence/sentence to the high security prison.
